Legalize marijuana. Users will use it regardless. Maybe more will use it if it's legal. The purveyors will be pissed off and have to turn to selling harder drugs to pay for their big houses, fancy cars and assassins.

I think he means that organized criminals will be upset to see the price of marijuana drop drastically and lose its profitability with legalization.

But he also said that "Maybe more will use", implying that their business will increase.
