We must face the darkest hours to see the dawn

The following is the statement yours truly would have delivered to the Lincoln Memorial (Washington, D.C.) rally on March 12 if I had been able to attend.

Today, we gather to express our outrage at the Sujiatun prison camp, so bravely exposed by the Japanese reporter, "Mr. R." The existence of this camp shocks us all, but it should surprise no one.

With 6,000 victims, the murder at Sujiatun does not yet compare with Auschwitz, Treblinka, or the Gulag Archipelag, to say nothing of the Mao's Great Leap Backward and the Cultural Revolution. However, the same combination of evil, contempt for human life, and assembly-line efficiency that fueled the death camps of the Nazis and the Soviets is there in Sujiatun. For this, the Chinese Communist Party must be treated as the pariah and enemy of humanity that it truly is.

However, the Communists have not limited their victims to Sujiatun, or even to Communist China. Their willingness to coverup the extent of SARS in 2003 allowed the disease to spread around the world. Today, we now know what we have long suspected: the Communists repeated this coverup with bird flu. The ramifications of that still have yet to be suffered.

Finally, but certainly not least of all, we have now seen the long arm of the Communist regime inflitrate the United States itself. The attack on Yuan Li, the numerous break-ins against Epoch Times staffers and officers, and now, possibly, the assassination of Allen Leung. While we do not yet no for certain why Mr. Leung died, it is quite plausible that he has become the first Communist casualty on American soil, and a frightening escalation of the Communists' plans to silence and intimidate the overseas Chinese people, in San Francisco, here, and around the world.

Yet, despite, all of this blood, despite this collection of horror and outrage, we gather here not in despair, or anger, but with hope; for we know that these grotesque actions are not signs of strength, but of desperation. They are not the actions of a secure regime, but of a regime well aware it is in a race against time, and that it is losing.

We know this because we know the truth about the "new socialist countryside." We see the verdict the Chinese people have given the regime in Hanyuan, Taishi, Shanwei, and throughout the rural interior. We know that the Nine Commentaries have not only led more than one in every eight Communists to leave the party in disgust, but by that number alone, they have reached one in every 150 Chinese citizens. This means the Nine Commentaries has reached every village, every farm collective, and every high-rise apartment complex in Communist China. The truth is not only out there, it is everywhere.

This is why the Communists are killing their own people; it is why the Communists are working with the terrorist regimes around the globe: the Iranian mullahcracy, Saddam Hussein, the Taliban, the Assad family, and al Qaeda itself. The Communists know they must destroy the democratic world before the truth destroys them. It is the only card they have left to play.

We in the democratic world must recognize this, and act accordingly. In order to defeat the Chinese Communist Party, we must isolate it, contain it, and undermine it. With the Nine Commentaries spreading faster than a Harbin chemical spill, the third plank is already in place. However, we must still isolate and contain the regime if we are to defeat and survive it.

By isolating the regime, I mean we must sever the economic ties that the Communists use to damage our economies and fatten their own pockets. That means an end to Permanent Normal Trade Relations. Normal Trade implies a normal government. The Chinese Communist Party, with organ harvesting killing camps, hidden epidemic victims left to die, and an unrivaled record of support for terrorists and other anti-American regimes, is many things; normal is not one of them.

This also means the regime cannot be allowed to enjoy the propaganda bonanza that is the 2008 Olympic Games. The Games must be moved out of Communist China, or barring that, the democratic world must boycott them in favor of its own, Communist-free competition. The values of Lenin, Mao, and Jiang Zemin are completely incompatible with those of the Olympic spirit.

Finally, this means the democratic world must be prepared to stand together against the Communist menace. The Bush Administration has started well here, by rebuilding the alliance with Japan, and creating a new one with democratic India. From these alliances, a ring of freedom including South Korea and Taiwan can not only surround Communist China and protect the rest of the democratic world, but it can also serve as a constant beacon to the Chinese people, an endless reminder that liberty need not only be ours, but can be theirs too. This three-part strategy - isolation, containment, and undermining - can lead to a free China.

I know many of you have heard the motto: it's always darkest before the dawn. My friends, the dawn of freedom is coming to China, but first, we must get through the dark hours together. The democratic world and the Chinese people must rely on each other, build upon our own strengths, and remain vigilant against our common enemy: the Chinese Communist Party. If we do, we will indeed see the end of that regime, and China will take its rightful place in the democratic world.

So from Sujiatun to San Francisco, let us take these outrages for what they are: the dangerous but desperate flailings of a dying regime. However, let us also remember that with each day that regime limps along, more people will die. Thus let us add not anger, but urgency to our mission; let us not despair, but double our efforts to bring freedom to China, security to America, and peace to the globe.

I happen to think that the main Chinese government has made comparatively much progress.

The Chinese government is not perfect, neither are all of the chinese people.

The Chinese government abusing the people is always wrong, so are any of the immoral acts of any of the bad Chinese people.

Whoever posted the first comment has got to be kidding. The communist government of China has made progress??? Excuse me but you must live in an isolated cave. By the way it really has nothing to do with the Chinese people other than they have been and continue to be the main victims.

China along with Russia continues to support Iran in its drive to obtain nuclear weapons. Perhaps though this is progress...

PGP, ask you self at what cost?? Prisioners of consience who have committed no crime other to want freedom to speak, think, believe in their Gods and Buddhas and obey the Law of Rule not the Law of Man.
Look at another cost too.. communist regime revalued the Yuan a tiny bit late last year and this was enough to send the USA stock market into chaos . Isnt that what we have to pay for now? Who has the power to destabalise all western democratic countries???? Reject all Made in China, write to your Politican and tell him of your concerns. If the Chinese regime carrys on as it has been doing for the last 60 years we are all dead ducks.
Lucky most of believe that it will fall very soon. China will still be there but without the future world dominating Chinese communist regime.
Still the politicans need to be reminded, they are not the most intelligent bunch of people on the planet. Greed and Fame gets in the way of thier once alturistic traits they may have had on entering politics.

Preacher Troll the only progress the Chinese regime has made is the plan to take over the world with communism after the 2008 Olympic Games. Communist regime are still killing as many people as they can that speak out for Justice and basic human rights. Except that now they do it concentration camps and 610 Offices and harvest their organs. Read the stats. They still imprison more journalists than any other country in the world today. The still execute more people each year than any other country. The communist regime are killing Falun GOng practitoners for the last 7 years only because they practice TRUTH COMPASSION TOLERANCE. So wheres the progress in that??
Econominc reforms have only benefitted 300 million of the 1.2 billion chinese citizens with the rest dying in abject poverty, disease enviromental catastrophies, persecution and so on... please tell me where the progress is??? "Never again" is happening again. Wake up before its too late for you.

Hi, here is more news that has since aired on the authenticity of the allegation:

"Initial investigations by researchers for a US congressional committee have identified the site at Sujiatun as a hospital, where it is suspected organ harvesting occurs but on nowhere near the scale claimed"

Now, if there is no concentration camp, rather isolated instances of abuse and irregularity contrary to Chinese law, then there exists a very different reality than what's alleged.

The congressional committee on International relations, Asia Pacific subcommittee has been contacted. However they seem to be unwilling to help. It may be our government's wish to remain ambiguous on this issue.

My opinion is if this allegation is false, we need to make that clear, so we in the West can not be accused of allowing our ambiguity to be exploited for some nefarious, well-timed, political indictment.

Looks like efforts may be needed to make FOIA request to congressional committee. Private citizens without substantial resource and time will likely meet a lost cause.

There are also many questionable issues surround this allegation:

- Many details about the alleged camp site appears to be lifted from the hospital website's About page, including the alleged number of victims, 6000, which is part of the admission statistics published by the hospital in 2005 (2nd paragraph of About page).

- It appears the surprise discovery of an underground tunnel built by japanese army during 1905-1920 period, back in August 2005 could be the inspiration for this twist of fact.

The tunnel was sealed up by the Japanese then and unknown until it was discovered by a photographer from the 918 WWII museum working in Sujiatun.

When it was discovered in 2005 the tunnel was half *under water*, above link has a picture of it so everyone can get a good idea how this tunnel can, before its discovery in 2001, hold 6000 people,
plus an army of skilled transplant surgeons, nurses, 500-700 jail guards - equipment, rations, and supplies for nearly 10,000 people - all of them eating drinking defecating on top of each other.

And the amazing thing is Sujiatun is a populated close suburb of Shenyang city, with over 150 foreign company and 50-60 foreign family too - "nobody goes in and out of the concentration camp"?

"after jumping down and passing two holes, we arrive at the entrance of the underground facility. The hallway is 2 meters long and only wide enough for one person. After the hallway is a wider 8 square meter area. After 5 meters we arrrive at 3 meter wide, 2 meter tall underground structure. Cement covers the walls, it's flooded with water 1 meter deep. the structure is about 4 meter under ground, with some of the walls crumbling.

According to Wang TsenJie who discovered it, from above ground estimation it is 2000 meter long [with widest point @ 3 meter], half completely flooded. Water is clear with fish that have no eyes. Some ammunition and human remains have been found [human remain from WWII.]"

Hi again Bobby!

There are at least 36 death camps that have been disclosed so far by witnesses and a UN investigation is on the way. The discovery of the underground city makes the witnesses sound even more credible. Overseas mainstream media are vigorously reporting this atrocity and the world is stunned.

The orgs you're talking about are pro communists. These people will never admit that the CCP has anything to do with crimes against humanity or any wrongdoing for that matter. Most of them are sponsored by the CCP and deny the persecution of Falun Gong, they say that the Tiananmen Massacre never happened and that nobody died during the Cultural Revolution!

The Consulates and Foreign Affairs Departments are in denial too up to now. The UN investigation might take months to materialize--it might be too late by that time. The slaughtering has already started apparently.

David Kilgour and David Matas respond to the Chinese government
statement

The Government of China released a statement in response to our report titled *Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China* dated July 6, 2006. The statement can be found at http://www.chinaembassycanada.org . We have these reactions to this statement:

1. The statement of the Government of China was released the same day as our Report. The statement of the Government of China dismisses our Report out of hand. We view this reaction is unconsidered. It means that the Government of China has engaged in no investigations to determine whether or not what the report contains is true.

2. The statement of the Government of China begins with the phrase

"In order to extricate itself from an awkward position after its lie about "Sujiatun Concentration Camp" has been laid bare, Falun Gong has shifted..."

This phrase is incorrect in a number of different ways. First, it suggests that our Report is a Falun Gong report. Yet, it is not. We are not Falun Gong practitioners. We did this report as volunteers and were not paid for this report by Falun Gong or anyone. Our report represents our own judgment. We have not acted on the instructions of Falun Gong or anyone else in coming to the conclusions we did.

3. The assertions about Sujiatun Concentration Camp to which the Chinese statement refers originated from the ex-wife of a surgeon at Sujiatun Hospital. This person is not a Falun Gong practitioner. This person has not changed or shifted her story at any time. David Kilgour interviewed her. An excerpt of the interview can be found at Appendix 13 of our report.

4. It is our own opinion, expressed in our report, that this woman was not lying. We concluded that she was credible.

5. In our report we did not rely on this witness alone to come to our conclusions. In our report, this is what we said about the testimony of this witness:

"The testimony of the wife of the surgeon allegedly complicit in Falun Gong organ harvesting seemed credible to us, partly because of its extreme detail. However, that detail also posed a problem for us, because it provided a good deal of information which it was impossible to
corroborate independently. We were reluctant to base our findings on sole source information. So, in the end, we relied on the testimony of this witness only where it was corroborative and consistent with other evidence, rather than as sole source information."

Our report is not a shift from what this witness says, but rather an expansion, with a larger focus than just Sujiatun Hospital.

6. The Chinese statement then says:

"It is obvious that their purpose is to smear China's image." We reply that we have no wish to smear China's image. Our sole concerns are respect for the truth and human rights.

7. The Chinese statement then says: "China has consistently abided by the relevant guiding principles of the World Health Organization endorsed in 1991, prohibiting the sale of human organs and stipulating that donors' written consent must be obtained beforehand and donors are entitled to refuse the donation at last minute."

This statement that China made is denied by the facts. The China International Transplantation Network Assistance Centre Website until April of this year set out a price list for transplants. As well, many individuals can attest to paying for organ transplants in China.

8. The statement that China has consistently abided by the principle stipulating that donors' written consent must be obtained beforehand is also belied by the facts. Human Rights Watch has reported that consent is obtained from executed prisoners in only a minority of cases. The
organization writes that even in this minority of cases "the abusive circumstances of detention and incarceration in China, from the time a person is first accused of a capital offense until
the moment of his or her execution, are such as to render absurd any notion of "free and voluntary consent."

9. The China statement goes on to say:

"China has issued a regulation on human organ transplants, explicitly banning the sale of organs and introducing a set of medical standards for organ transplants in an effort to guarantee medical safety and the health of patients. The regulation requires medical institution which is qualified for practising human organ transplant to register at provincial level health department. Unregistered medical institutions are forbidden to practice human organ transplant. If the government finds any registered institution violating the regulation, it will cancel the registration and punish the people responsible."

We acknowledge that this is so, and wrote about it in our Report. We also noted that this legislation came into force only a few days ago on July 1st. It is not an answer to our findings about what happened before that date. Moreover, in China, there is a huge gap between enacting legislation and enforcing it.

10. The Government of China then writes:

"It is very clear that Falun Gong's rumour has ulterior political motives."

None of our findings are based on rumour. Every finding we make is sourced and independently verifiable.

11. The China statement then says:

"Therefore, the so called "independent investigation report" made by a few Canadians based on rumours and false allegations is groundless and biased. We do believe that lies are always lame, and will never become the truth even if being repeated 1000 times. We hope that the Canadian people will not be deceived by the disguise of the Falun Gong, and more people will be aware of the nature of "Falun Gong" as an evil cult."

This conclusion is an attack both on us and Falun Gong. The Report has to be judged on its merits. Attacking its authors is not an appropriate response.

Secondly calling the Falun Gong an evil cult exemplifies the vilification heaped on the Falun Gong. It is this sort of slander which, in China, depersonalizes and dehumanizes the Falun Gong and makes possible the violation of their basic human rights.

Calling a group of innocent civilians an "evil cult" is a form of incitement to hatred, unacceptable in Canada. It is an abuse of their diplomatic presence in China for China to engage in this form of incitement.
